Practical Advisors is an environmental consulting firm specializing in siting, assessment and permitting energy and infrastructure development projects. With over 35 years of professional experience under the leadership of Principal Advisor Doug Hagemeier, we provide comprehensive environmental services from pre-design phase through project completion. Our expertise spans solar, wind, battery energy storage systems, data centers, and linear corridor projects, delivering practical solutions that navigate rapidly evolving and complex regulatory requirements and environmental challenges.
To assure that we can offer a full spectrum of environmental consulting services for our clients we augment our extensive in-house expertise with many-year teaming partners whom provide additional support or complementary services such as cultural resources, groundwater and floodplain modeling, air quality permitting and noise modeling as needed. Our team has successfully managed hundreds of environmental projects, coordinating with federal agencies including the US Army Corps of Engineers, USFWS, USEPA, FEMA and USCG to ensure projects meet all regulatory requirements while advancing critical infrastructure and energy development.

Our Services
Infrastructure Development Roads, Rail & Transmission
National Environmental Policy Act (NEPA) studies including Environmental Impact Statements (EIS), Environmental Assessments (EA), and Categorical Exclusions (CE) for projects with a federal nexus. We ensure full compliance with federal and state environmental requirements. Texas Department of Transportation Pre-certified in most environmental categories.
Energy Industry Siting and Development
Desktop Critical Issues Analyses to identify major environmental constraints to development and provide the initial regulatory permit matrix. Subsequent fieldwork to include protected species habitat and water resource (wetland) assessments, cultural resources (archeological and historical);as appropriate), ASTM E1527-21 Phase 1 ESA (hazmat) due diligence. Additional analyses as needed: air quality modeling, physical constraints evaluations to include floodplains, utility/road corridors, zoning or protective districts/setbacks (e.g.: noise or light modeling) and community engagement needs.
Regulatory Compliance
Protected or endangered species agency consultations (Sections 7 & 10), waters of the US CWA 404 / 408 Permitting under USACE General/Individual and Nationwide permit programs, CWA 401/402 Water Quality Certification and compliance (including Stormwater Pollution Prevention Plans), Innocent Owner Protections and agency coordination for potential brownfields or CERCLA Superfund sites, air quality attainment/non-attainment major / minor source permitting, water / wastewater permitting, construction environmental compliance monitoring / auditing.
